Since it allows only selected material to pass through it that is why it's called selectively permeable membrane. Substance like water move in and out through by the process of osmosis while gases like CO2 moves in MD out by process called Diffusion.

When the concentration of CO2 and water is higher in external environment than that inside the cell, CO2 and water moves inside the cell. When the concentration outside the cell becomes low and it is high inside the cell, they moves out.
