The lipid layer has some proteins but are not fully embedded inside but touches slightly. When this lipid layers are shown in models, they appears like a sea of the lipid bilayer made of phospholipids and in it the embedded proteins are just floating. Therefore plasma membrane is said to be the iceberg floating in the sea of phospholipids.
