it is called as this cause it only allows movement of some items,not everyone.it has pores through which this movement takes place .its also called as semi permeable membrane which means the same as semi means not full...means it does not allow everyone to move it, usually allows things like oxygen which we breathe and other essential things....so hope u understand

The plasma membrane allows or permits the entry and exit of some materials in and out of cell. it also prevents movement if some other unnecessary materials . the cell membrane is therefore called as selectively permeable membrane.
