Plastids are called as semi autonomous organelle because they have their own DNA ( deoxyribonucleic acid ). A theory suggests that during long time ago these plastids were a seperate prokaryotic organism and during evolution at that time another eukaryotic organism engulfed these plastids. After engulfing these plastids they became a part of that eukaryotic organism that's why they have their own DNA.

Mitochondria and plastids have double membranes and own DNA. ... They contain DNA as well as ribosomes and are able to synthesise some of its own proteins therefore, are called semi autonomous cell organelle.
