Because it has not cleared the neighborhood around its orbit, Pluto is considered a dwarf planet. It orbits in a disc-like zone beyond the orbit of Neptune called the Kuiper belt, a distant region populated with frozen bodies left over from the solar system's formation

Pluto is considered a dwarf planet because it does not meet the three requirements that define a planet. a planet must:
1. be non-luminous and orbit (or once have orbited) a luminous body or system (Pluto meets this requirement)
2. be sufficiently massive that its own gravity pulls it into a spheroidal shape (Pluto matches this)
3. be gravitationally dominant in its orbit (Pluto is not).
...Pluto does not meet rule 3, therefore it is not considered a planet, but a dwarf planet. It has nothing to do with its size, since it is large enough to meet rule 2.
