Pluto is classified as a dwarf planet because Planets are believed to clear the surrounding of their respective orbits but, Pluto has failed to do so.

This is the reason why Pluto now, is considered a dwarf.

Also there is some rules for calling 'planet' and including it to Solar system:

1) It should orbit the Sun

2)it should clear it's neighbouring hood

3)is not a satellite (moon) of another object

Etc....

Since,the size of Pluto was very small and it cannot be able to clear it's neighbouring hood..... it's not called as planet.....but Dwarf planet
