why is portia not free in the choice of suitor for her marriage

Because Portia's dad kept the three casket test in which the one who would choose the right casket would marry Portia. Her dad wanted that Portia should marry the right person who is not greedy and is kind and well mannered. That happened also, Bassanio chose the right basket (i.e. bronze casket) as he was the best man for Portia.
