Why is potato is a modified stem whereas root is a modified root? Need a good reason to have so

Sweet potato is a modified food storage root, of fibrous roots. Yes potato is a stem which grows on underground stems which are called stolons. Potato tubers have buds that sprout leaves and stems from them while roots do not posses these properties

potato is called a stem but not a root because it has tiny spores(eyes) that produces the baby potato plant, like a stem produces the buds. it is also known as the 'underground stem'.
