Power sharing is needed in Democracy because Democracy itself says "Rule by the people, especially as a form of government; either directly or through elected representatives ". So,if only one party rules or one is always major party, it cannot be considered as democracy.
According to democracy, all are equal under law, so one is not in higher position and another won't be in lower position
