Generally prime minister in Westminster form of Parliamentary democracy has the distinction of being the first among the equals. He can ask the president to appoint or remove someone as minister. So everyone works under his leadership. Hence he is the first among the equals.

primus inter pares means first among equals . it is generally given to a group where all the members are equal but he is given unofficially respect due to his seniority of his office
- generally Prime Minister of West Minister form a parliamentary democracy has the distinction of being first among equals
