Because the people are ultimate source of political power.politcal parties must maintain a certain level of positive public opinion. which is subject to certain measure of manipulation through mass media and other source and used to the maintain the status quo

its the main thing that a democracy desires for ie public opinion. If people will be free to express their desires and needs then only the gov will come to know about it. Even if the complete crowd has one opinion, then also u can have some other and u should be free to express it.
