why is public sector required to provide certain criteria for development

Public sector is an initiative led by government and hence it comes under government undertaking.

therfore public sector always aims at socia welfare of the citizens and not the profit.

there are various things needed by public which private sector cannot provide at reasonable costs. in such case, public sector has to provide opportunities to the public.

some programmes or employment generation schemes needs a large sums of money which is beyond the capacity of private sector.

Public sector/Govt is required to provide certain criteria for development, in order to develop people on whole and to make an effective learning about the development taken place.
Criteria should not only include income as they are not so effective, It should also include Medical facilities, Educational status.
Public sector can achieve this only by providing some criteria/factors/facilities at lower cost as they can be development of backward people. These include 
(i) Medical facilities
(ii) Education
(iii) Water
(iv) Electricity                                                                     at lower costs. Also 
(v) Policies and Schemes should be made in favour of people.
