The rain is called 'The Messenger of Mercy' because it brings down from heaven so many blessings for the earth, especially in the hot, torrid, and tropical parts of the earth. The earth here is parched, dry; plants are withered. So when the rain comes down, it brings life for everything in these regions. Besides, in other areas of the earth, it is water that sustains life, so rain brings infinite mercy from heaven along with it.
