Perhaps it's the brightest available ray of hope for all of us. Have look at following points:

Despite of our current technology, we are yet to come with a practically feasible and safer way to produce water. So this leaves the entire planet Earth dependent on the rain, the only source.

Cities use a huge amount of water daily. Right from flushing to washing cars, washing houses, pets. Shower and tub uses more water for bathing than using a simple 10 litre bucket.

Migration from rural to urban areas is occurring in huge amount hoping for a better life which further adds to the demand.

If you observe closely, you will find that the days of rainfall per year are getting lesser with time but the intensity is increasing greatly. That's one of the reason for floods becoming frequent over period of time.

The infrastructure of cities is of cement & concrete through which water can't go to the natural ground water reservoirs thus much of the water goes waste.

Around 60–70% of sewage goes untreated in Indian urban areas, which eventually contaminate the natural water storages, lowering the quality of water.

Municipality and administration have their own limitations, you can't completely relay on them. For this individual has to work if not for the society at least for ones family. Per capita water availability is already decreasing.

Rainwater harvesting is a golden way for individuals to satisfy own needs, you can't relay on the groundwater. We are already sucking it out through thousands of borewells in every city.
