Rajkumar Shukla, even though poor and illiterate, joined the annual Congress session held at Lucknow in December 1916, met Gandhiji and complained about injustice of the landlord system in Bihar. He wished Gandhiji to visit his state and look into the condition of the peasants there. The sharecropper persisted in his efforts to get Gandhi to visit his state and was successful many months later. Thus, for his persistent efforts and his success, he is termed as being 'resolute'.
