Why is rajya sabha called a permanent house?

Rajya Sabha (Council of States) or the upper house is a permanent body not subject to dissolution. One third of the members retire every second year, and are replaced by newly elected members. Each member is elected for a term of six years.....

Rajya Sabha is called as a Permanent House as it cannot be dissolved.A bill of no-confidence cannot be passed in Rajya sabha thus it is termed as a Permanent house.

Rajya sabha enjoys the full term of six years with one third members retiring every second years.
