The Rajya Sabha is a permanent body not subject to dissolution. One third of the members retire every second year. They are replaced by newly elected members. Each member is elected for a term of six years

because in every two years only 2thirds house retires but in Lok Sabha every 5 years all the MP retire and get elected once again in the general elections
