The aquatic animals respire from the oxygen dissolved in water
the level ofoxygen dissolved in water is very low
so to fullfill the requirement of oxygen the breathing rate becomes high
but terrestrial animals don't depends on dissolved oxygen they have freely oxygen present in atmosphere
so that is why aquatic amimals have higher breathing rate then terrestrial animals
