Attraction:
A magnet can attract a non-magnetic substance. Eg- iron.
So, this shows that we cannot judge whether a substance is magnetic or not by attraction.
Repulsion:
Like poles repel.
Only two magnets can repel each other.
Hence, repulsion considered as the surest test of magnetism.

Attraction can be caused either by opposite poles of magnets or between one pole of magnet and an unmagnetised bar of iron whereas repulsion is possible between the two similar poles of magnets. Hence , REPULSION IS THE SUREST TEST OF MAGNETISM.
