Why is resource planning is needed in india

The resources are very unevenly distributed over India.There are areas which can be termed as self sufficient whereas, there are others which have acute shortage. For example, Rajasthan is pretty rich in wind and solar energy but lacks water resources. Arunachal Pradesh has abundant water but lacks in infrastructural development. Leh-Ladakh is rich in cultural heritage but is isolated.So there is a need of balanced resource planning in India.
