The rainfall is very less sometimes it is even less than 25cm...
Rainwater harvesting is strictly implemented so that the little annual rainfall can be stored for the further purposes...
It is not a must...
But it should be done for their benefit.

In Rajasthan the temperature is very high and evaporation is also high. morever it is a desert region and rainfall is very low. so the residents of Rajasthan came up with rooftop rainwater harvesting. rainwater is collected by using pipes from slanting roofs. a tank is constructed inside the house or in the court yard. the pipes bring the water to the tank where it is stored and is taken out when needed. if tank is constructed inside the house it helps in cooling also.
