Shylock is uncertain about Antonio's position because he says that Antonio doesn't have anything he posses in Venice all his wealth and goods are on ships. There is no assurance that the ships will return as it is made of wood and just like on land there are water thieves as well and the people on ship are also just mortal creatures.
