Actually friction is the interlocking of irregularities between two surfaces,said in simple terms.
Sliding friction is less than static friction because a moving body will not get enough time for the interlocking of irregularities while a body at rest gets its needed time for that.

Friction comes into play when irregularities present in the surfaces of two objects in contact get interlocked with each other because of this reason, sliding friction is less than static friction.
