The bleaching action by chlorine is based on oxidation means it requires nascent oxygen for bleaching action.
BUT Sulphur dioxide bleaching is based upon the reduction which is the removal of nascent oxygen from the clothes.
Sulphur dioxide remove oxygen from the coloured substance and makes it colourless. But atmospheric oxygen slowly takes pace of the removed oxygen and because of which the material regains the colour.
But Chlorine oxidises the coloured part of the cloth and thus it permanently loses its colour.
