it is so because it looks like ice and has low temperature works like ice as cooling agent
but the main difference is that ice on heating gives liquid water molecules but dry ice don't as carbon dioxide has no liquid state in normal conditions

Solid carbon dioxide is known as dry ice. Because it looks like ice and because when it “melts” (it actually sublimes) it goes from solid straight to gas, no liquid, hence dry ice.....
