Why is some delay bound to take place in the decision making process in a democratic country?

One basic principle of democracy is that people are the source of all political power . therefore it follows that in a democratic power should be distributed among as many as citizens as possible. Hence decision making process of democracy involves lot of people and institutions so some delay is bound to take place.
