Why is some space left in oil tanks when they are being filled?

In a oil tanker if some space is not left at the top while filling them because when the tanker will start moving and will be taking sharp turn or cutsthe oil will resist the change and the oil will be splited out of the tank, but if the space is left the oil will not.
