Speed of light is definite because light can travel in all the mediums freely but the speed of light is different in different transparent mediums.This is due to the refractive index of the medium ,more the refractive index,less the speed of light.For example,in aur it is 3*10 to the power 8 meter per second and in water its 2.25*10 to the power 8m per second.
