yes spore formation in bacteria not considered a form of reproduction as clearly reproduction means dividing and increasing the number of organisms but in spore formation the bacteria cell undergoes modifications just to pass unfavourable conditions and when conditions become favourable it regains it's original structure. so it is not reproduction butmodifications.

there are three types of reproduction in bacteria:-
》binary fission(asexual)
》spore formation(asexual)
》conjugation(sexual)
but most bacteria reproduce by fission and conjugation.so spore formation is not considered as a form of reproduction.
also only a few types of bacteria posses spore formation.thisvis the reason
