Why is spore formation not considered a form of reproduction?

The bacterial spore is formed in response to adverse conditions and constitutes a durable form with minimal metabolism, which can usually survive starvation, drought etc. As it is formed from the original bacterial cell, and no new cell is formed it is not considered reproduction.
