Why is tearing of paper and burning of paper considered as two different types of changes

Becaz teared paper have only change in size but not in state and it can be returned to the intial state when it is recycled but burning of paper changes the state. It changes to ash which cannot be recyclef

because if we tear paper the only thing is that it will be divided in some pieces and the size goes on decreasing each time we tear it but if we burn it the paper gets turned into ashes ,hence the paper is completely detroyed
