b) try to commit further offenses
Since terrorism is a very serious offense through which large scale panic and death is caused, it is very possible that the offender will try to do so again, which must be prevented at all cost.
Even for murder, bail isn't granted, so it will definitely not be granted for large scale killing and invoking fear in people.
