Why is the aqueous solution of sodium carbonate alkaline?

When dissolved in water it disassociates to sodium and carbonate ions. The carbonate ions rapidly accept a proton from water to form bicarbonate ion (HCO3+) and carbonic acid (H2CO3). This of course creates OH- from the water, raising the pH.
