Why is the atmosphere heated from radiation?

When the radiation is entered in atmosphere and strike on the earth and then reflect back but they can not go back because in our atmosphere due to pollution there is formed a layer which is made up of harmful gases and now the reflected radiation hit on these layer and turn back on the earth.
