because they have equal no. of proton and electron..

BECAUSE IT HAS ALWAYS EQUAL NUMBER OF ELECTRONS AND PROTONS. WHILE ELECTRONS AND PROTONS MEET TOGETHER THEY ARE NEUTRALIZED.
