Why is the authority of constitution higher than that of parliament

The US Constitution, on the othe hand, as it's written takes precedence over all government, including the parliamentary equivalent, Congress, the Presidency, and the legal system. Since it overrides the parallel function to parliament, it could be considered as having more authority.
