Why is the base of cooking pan made thick and heavy???

Because it provides better heat conductivity from cook top to the substance in the pan, to add more, it reduces the centre of gravity and provides better stability over rough cooktop, that is the best reasoning I could come up with.

By making the base of  a cooking pan thick, its heat capacity becomes large due to which it gets heated slowly and it imparts sufficient heat energy at a slow rate to the food for its proper cooking and after cooking, it keeps the food warm for a long time.
