why is the difficult to shoot a fish swimming in water

as the fishes are very fast at swimming. while we are aiming the fish is seen nearer to us but when we release the bullet the density of the bullet decreases and the fish disappers

BECAUSE THE FISH  SWIMMING IN WATER APPEARS TO BE AT LONGER DISTANCE THAN IT IS ACTUALLY TO THE OBSERVER. THIS IS DUE TO REFRACTION OF OF LIGHT RAYS.
