Why is the digging of a large number of tube-wells restricted in urban areas ?

As a nation, India is one of the highest listed countries prone to droughts.
Every year large parts of the country face droughts which makes life impossible for people, destroys farmland and kills animals.
The government has still not been able to develop a sustainable water solution for the 1.2 billion people of India.

The problem is even worse in densely populated cities of Delhi, Mumbai, Calcutta, Chennai, Hyderabad etc.
Urbanization, millions of people moving from villages to cities and unplanned development has put great strain on city resources, including the limited water resources.
While in some areas jsut 40 years ago you could find water by digging 15-20 ft, today, the water table has gown down to a 100 ft and dropping even below.

In order to control this, the government is restricting the development of new tube wells, in order to control both water wastage and the receding water tables in an effort to reverse the drought like conditions being faced in the country
