why is the earth bulged out at the equator and flattend at the poles​

Earth rotates about its own axis hence it has centrifugal force acting on it.

Centrifugal force is greater at equator because of large radius. During formation of earth when it was in molten state, mass from poles came towards equator creating bulge at equator and flat at poles.

Earth is bulged out at the equator and flattered at the poles because of centripetal force. Because of this moment centrifugal force is pulling matter closer to equator which structure outwards giving earth slightly non - spherical shape.
