This is because there are many number of persong who are educated..but still unemployed..
The reason behind this is the lack of oppourtunities of job in india ...which results that people are educated , willing to work but still they are unable to find a job at the prevailing wage rate. Hence , they start working either at low wage rate or at the places where their life is in danger.
