Why is the electronic configuration of potassium 2,8,8,1 and not 2,8,9, ?

If you say that's bcoz of octet rule then why is the electronic configuration of Chromium 2,8,13,1

The outermost shell should always be less than or equal to 8.since the M shell has the capacity of 18, chromium is 2 8 13 1
