Why is the flower bougainvillea is mistaken as a bracts. Give reason

The actual flower of the Bougainvillea plant is small and generally white, but each cluster of three flowers is surrounded by three or six bracts with the bright colors (pink, magenta, purple, red, orange). The beauty of the flower is due to these bracts. Bougainvillea is also called as paper flower because the bracts are thin and papery.

These bracts are bright in color and thus making Bougainvillea colorful and attractive to pollinators. Passion flowers are less attractive and thus often have corona for enhancing the beauty and attracting bats for cross pollination. Adansonia flower secretes copious amounts of sugary nectar from nectaries and large amount of pollens. These flowers are bat pollinated.
