Refractive index is a ratio of sin of angle of incidence to the sign of angle of refraction
But for general purpose we use absolute
refractive index which is the ratio of refractive index of air to refractive index of the given medium
Hence n1 is the refractive index of air and n2 is the refractive index of the given medium .
