Why is the government not compelling states to adopt Hindi as the official language

From the time of independence only the Tamils and South Indian were oppose for accepting Hindi as official laguage. Though its also difficult for them to learn Telgu, Engish and Hindi all together. We can also face difficulty, if any one say that we all have to give exams in Tamil.
