Why is the government of pakistan under general musharraf,cannot be called a democracy?

In Pakistan under general Musharraf we cannot be called a democracy because in Pakistan there were his army ruled in his country , in Pakistan sometime. the situation is happening in Pakistan is very critical then is government can't do anything then that time his army do every thing in his country and we know everyyear something is happened in Pakistan which is very wrong then we cannot say the government of Pakistan under Musharraf cannot be called a democracy
