We know that Metals are heated by conduction from one end to the other. Pressure cooker is also heated by the same method as it is made up of Stainless Steel.
This makes the whole of the pressure cooker hot including the Handle. Hence, Plastic is fitted on the handle of Pressure Cooker to avoid burns. Handle protects us from the heat as it acts as an insulator and doesn't get heated a lot.
If there was no Handle Think ! How would you pick up your hot steaming rice !

the handle of the cooker is made from plastic as it is a bad conductor of heat and hence does not conduct heat energy to prevent burning of the hand.
