why is the HCL gas unable to change the colour of a dry blue litmus paper ? what happens if the litmus paper is moistened ?

hcl is neutral HCL is neutral that's why the Litmus Paper do not change

It is so because dry HCl do not contain H+ ions which are required to conduct electricity
