Reserve Bank of India is the supreme institute which controls the flow of money in an economy. It is the only bank in our economy which has an integral role in an economy to maintain control over other available banks.
The other banks except RBI are known as "Commercial Banks". All they have to do is to release money in an economy by credit creation.
The head of the Reserve Bank of India is known as "Governor" because he is known to be the head of RBI as well as all commercial banks. Besides, the head of other bank is called "Chairman" because he is known to be the head of a particular bank only.
