Earth rotates from west to east. Therefore, in terms of time the eastern part of the earth is ahead of the western part. When we cross the 180° meridian, some precautions needs to be taken. Different countries have different timmings at the same time. For instance, in London on Sunday Indian time 05:30 am. and in Tokyu on Saturday Indian time 20:30 pm. Because of earth's rotation midnight occurs at different times at different places. Therefore, Sun rises first in Pacific Oceon. IDL passes in the oceaon part bcoz if it was passes through land then there would be a confusion of same timing on both the places.
